Eagle is the big bad guy in the OVA. He used the weak heart of her sister's to attack Earth. He was also blamed for the death of Zagato which lead to the rebel of Lantis. Eagle himself is powerful even without the dark powers of his sister. Eagle was not killed in the end. He was talked out of the act by his sister.
