Innova is actually a Seijyuu which was transformed into a human by Zagato. Because Zagato did so, Innova thinks that his life is Zagato's and he'll do anything Zagato wishes. Out of all of Zagato's minions, Innova is the most loyal, he even gives the impression that he's second-in-command since he's seen instructing others what to do.

Innova is by far, the most powerful of Zagato's minions (although one could argue if Lafarga is stronger). He's also got brains. He once changed himself into a girl to trick Fuu and Ferio into a trap which nearly got Ferio killed. Once back into his Seijyuu form, Innova is nearly unbeatable since he can freely summon lighting to attack his opponents. However, thanks to Ferio, his weak point was exposed to the Knights and he died in battle. Actually, Innova is a present Emeraude gave Zagato, here's a shot near the end of the first season where we see Innova still with Emeraude.
